Recruit your project team: job descriptions and guidance

Use our template job descriptions and hiring guidance to get your team in place. Using these resources will help you:

  • set expectations of team members in these roles
  • clarify the time commitments you need from each role
  • allocate funding more effectively

The guidance is based on best practice and what other LPAs have done, but we know that all teams will look a bit different depending on your context, resources available and complexity.

Template job descriptions

Below are PDF templates of job descriptions. Not all will be relevant to your particular project.

Example job descriptions from LPAs

Below you will find a repository of job descriptions relating to digital planning from other LPAs. If you have an example job description that you would be happy to share, please get in touch with a Community Manager.

Hiring considerations

Will we be able to fill these roles with permanent (FTE) staff?

Ask yourself:

  • Whether there any staff that could currently fill this role via: a role change, role split, through up skilling, promotion or secondment
  • It may be quick to move existing staff into the role but consider that their old posts may need to be backfilled
  • The typical timelines within the council for hiring permanent staff (factoring in job levelling processes etc)
  • The current capacity of your HR team and hiring partners to assist promptly
  • Whether the salary for the roles identified will align with council guidelines or whether market supplements will be needed

Will we be able to, or need to fill these roles using the fixed-term contract (FTC) market?

Ask yourself:

  • How long this FTC will likely be needed - is this temporary or would you want the role to continue beyond the project?
  • It may be faster to hire from the FTC market
  • Other ODP councils have found it difficult to recruit for 12-month contracts but easier to recruit for 18 to 24-month contracts (using MHCLG funding in some instances).
  • It may be more costly in the long term to hire FTC rather than FTE
  • It’s often easier to find specific skills for hire in the FTC market

Could we share the role with another council (if similar) to bring the cost down?

Consider this option if certain roles are out of budget or not required full-time.
